下岗职工安置和再就业工作是全社会普遍关注的热点问题。按照规定,国有企业职工因企业生产经营等客观原因,在企业无工作岗位三个月以上,但尚未与企业解除劳动关系,又未在社会上找到其他工作的,即为下岗职工;政府和企业要组织下岗职工进再就业服务中心,与下岗职工签订基本生活保障和再就业协议;进中心的职工,在协议期间实现了再就业的要解除协议和相应的劳动合同。但在实际操作中,大量存在下岗职工不进中心,再就业职工不解除协议的隐性下岗和隐性就业现象,给再就业工作带来许多困难。促成这一现象的因
