某机立窑水泥厂,由于管理工作长期不协调,水泥安定性不良现象时有发生。当处于水泥销售旺季,老用户、关系单位和零星用户纷纷登门求购时,这边却因水泥安定性不合格不能出厂。那边相互依存多年的老用户软缠硬磨非要提货回家,以免影响工期或放空车(多数是自己单位来车或雇用运输单位车辆)回去不好交代。该厂销售部门和某些领导明知水泥质量未达标不能出厂,又无化验室签发的水泥出厂通知单。但他们怕得罪老朋友,断了淡季的市场,就想出了一个不讲原则的变通办法;供需双方订立一个避免水泥质量事故纠纷的协议或叫用户写个拉回的水泥等质量合格后才用的保证书不就行了吗?
In a machine shaft kiln cement plant, due to the long-term uncoordinated management work, cement stability problems occur from time to time. When in the cement sales season, old users, relationship units and sporadic users come to buy one after another, this side is not able to leave the factory due to cement stability. The old users who have been interdependent for many years are forced to pick up the goods to go home, so as not to affect the construction period or to empty cars (most of them come from their own units or hire transport units). The sales department and some of the leaders of the plant knew that the cement quality was not up to the standard and could not be shipped from the factory. There was no cement factory notice issued by the laboratory. However, they were afraid to offend their old friends and cut off the off-season market. They came up with a non-principle work-around approach; both the supplier and the buyer entered into an agreement to avoid cement quality accident disputes or call the user to write back the quality of the cement.
