众所周知,水是一种极其宝贵的天然资源。随着工农业生产的高速发展,人口的增长和人民生活水平的日益提高,对水的需求正在迅速增加。仅从目前情况看,我国许多地方都还存在着水的供不应求,特别是干、早、半干旱气候地区及其他地方的干旱季节常有严重缺水的现象。而在丰水期尤其是暴雨季节,又有大量的地表径流和地下水白白地流失而被浪费的现象。因此,进一步解决水的贮存,调节大气降水、地表水和地下水的水量,便成为科技工作者的当务之急。

Judging from the current situation, there is still a shortage of water in many parts of our country.
