金融中心的基础是产业,因为产业资本是金融资本的劳动者。因此,在金融政策上,金融应当立足产业,支持产业资本,尤其是要支持中小企业的融资要求。但是,什么样的企业才能够或者说应当获得政策法制的保障呢?这就涉及社会允许企业存在的伦理根据。只有以有助于社会和环境的方式,为社会成员提供健康安全优质产品和服务的企业,其存在及发展,才应当获得政策法制的支持和保障。
The foundation of a financial center is industry, because industrial capital is the laborer of financial capital. Therefore, in terms of financial policies, finance should be based on industries and support industrial capitals, in particular, to support the financing requirements of SMEs. However, what kind of enterprises can or should be protected by the policy and legal system? This involves the social existence of enterprises to allow ethical basis.
