尽管水路各门类法规比较完善,也有了一支人数较为庞大的水路综合执法队伍,但社会上有法不依、执法不严的现象还十分严重。要减少和消除这些现象,必须提高水路执法人员的综合素质,依法执政。同时加大对水路法规的宣传力度,加强对行政管理相对人的执法意识教育,才能不断完善和规范水路运输市场。
Although the laws and regulations on various watercourses are relatively complete and there is also a large-scale integrated waterway law enforcement team, there is still no law enforcement in the society and the law-enforcement is still very serious. To reduce and eliminate these phenomena, we must increase the overall quality of waterway law enforcement personnel and govern according to law. At the same time, it is necessary to step up publicity on waterway laws and regulations and strengthen education on law enforcement awareness of the counterparts in administration so as to continuously improve and standardize the waterway transportation market.
