增强企业活力,是经济体制改革的中心环节。我国的经济体制改革进行八年多来,企业活力虽然有所增强,但是问题并没有根本解决。真正把企业搞活仍是当前值得我们思考和探索的重要问题。放权让利的根本局限性前些年,我国企业改革是围绕放权让利的基本思路进行的。这在改革初期,对搞活企业确实起到了巨大的作用。但是实践又告诉我们,在放权让利的基本思路指导下,企业特别是大中型企业始终没有真正活起来,而且越来越步履维艰。这说明放权让利具有一定的局限性,其表现不仅是某一方面某一层次的,而是多方面多层次的。

This shows that the delegation of power and deportation have certain limitations. Their performance is not only on one level or another, but on many levels and at various levels.
