In late January 1949, the battle of Pingjin won the final victory, and the People’s Liberation Army won the victory southward. In order to preserve its strength, Chiang Kai-shek ordered the Kuomintang’s Merchants Division to be divided into three parts. Some of the vessels remained in Shanghai and most of the vessels began to retreat to Taiwan and Hong Kong.
