本文在充分认识旅游业发展的阶段性规律的基础上,分析了转型时期杭州旅游业的发展环境,提出了杭州旅游业创新发展的基本思路:①坚持以国内旅游为基础、以国际旅游为重点的发展方针;②推进国际旅游业的功能创新。
