应急指挥是政府响应和处置突发事件的重要环节,彰显了政府应急管理的能力和水平。我国突发事件应急指挥系统的研究明显滞后于现实需要。本文在归纳现有指挥系统研究范式基础上,提出一个全面的应急指挥系统研究范式,包括应急指挥客体即应急指挥的情景环境,应急指挥主体即应急指挥组织结构模式,应急指挥工具即应急指挥平台,应急指挥手段即应急指挥理念和方法。新的研究范式避免了对应急指挥系统“组织论”和“平台论”解释的不足,既结构化地分析重大突发事件的复杂情景及变化,又权变地理解应急指挥系统组织演化的动力与过程,以保障应急指挥系统的有效性与可靠性。
