中共十八大以后,新一届中央对治理腐败问题高度重视。习近平主席表示,要把权力关进制度的笼子里;李克强总理强调,要对腐败分子绝不手软,依法严惩。在今年的全国政协会议上,全国政协委员、九三学社广东省委副主委陈利浩提出“建立公职人员名单管理制度”的提案。近日,北京大学宪法与行政研究中心召集有关学者对此提案进行了深入研讨。本刊摘编主要观点刊发,以期更多的专家学者对反腐措施建言献策。
