中国的公共资源丰富,但不可否认,其在利用问题上存在着较大问题。为了减少公地悲剧的出现,使得资源可以可持续利用,本文以海洋资源和草场资源的利用为例,分析我国的公共资源管理现状,寻找现有公共资源利用模式中所存在的问题,并试图寻找到解决方法,从而探索出使中国的公共资源可持续利用,进而长期促进我国经济可持续发展的路径。根据问题的存在,本文提出可以从产权制度和监督体制入手进行合理改革,并且奥斯特罗姆的公共事务自主治理模式也为问题的解决提供了方向。
China has abundant public resources, but it is undeniable that there are major problems in its utilization. In order to reduce the tragedy of the commons and make the sustainable use of resources, this paper takes the utilization of marine resources and pasture resources as an example to analyze the status quo of public resources management in our country and find out the existing problems in the utilization of existing public resources. Find solutions to explore ways to make the sustainable use of China’s public resources, and thus promote China’s sustainable economic development in the long run. According to the existence of the problems, this paper proposes that reasonable reforms should be made from the property rights system and the supervision system, and that Ostrom’s independent management of public affairs also provides a solution to the problem.
