发展是第一要务,稳定是第一责任。促进发展,维护稳定,始终是各级领导干部肩负的重要责任。在当前的国际大环境和我国所处的发展阶段下,群体性事件处于一个高发期,各级领导干部维护稳定的压力明显增大了。在这种情况下,为了有效处置一些发生了的群体性事件,各级党政领导干部就必须加强相关知识的学习,组织制定科学的工作预案,深刻把握和创造性地运用“现场第一原则”等处置群体性事件的一些基本原则。
