根据组织安排,笔者从2011年9月下派江苏淮安市住房和城乡建设局挂职锻炼,负责分管村镇建设工作。利用挂职时间,重点对淮安市的村庄规划建设情况进行了调研和总结。一、基本情况(一)村镇基本情况截止2011年底,淮安市地域面积10072平方公里,人口538万人,其中农村人口314.2万人,城镇化率41.6%,8个县(区)、116个乡镇、1413个行政村,45684个自然村。按照目前户籍人口计算,除去纳入中心城市、县城规划区乡镇,全市农村乡镇105个,乡(镇)域总人口371万人,平均乡(镇)域人口3.5万人,镇区总人口80.22万人,平均镇区人口7640人。
