(十一)对黄河抗洪作重要指示7月17日凌晨,接黄河防洪通知:黄河中下游降暴雨,干支流相继出现洪峰,预计18日2时花园口将出现22000秒立米洪峰.这次洪水与1933年相似,是解放以来最大洪水.因此,应立即作好石头庄、张庄分洪准备工作.同日17时,黄河花园口站洪峰流量22300秒立米,不仅是建国以来最大的洪水,也是黄河水文记录上的特大洪水.情况十分严重.聊城地区沿黄河的范县、寿张两县的南半部即金堤以南938个村庄,27.5万人
