中央人民政府政务院关于统一国家财政经济工作的决定。是由战争到和平,由分散到统一,国家财经工作走上新阶段的一个有关路线的转变。自全国各地普遍一致的执行以来,财经情况已产生了显著的变化,财经收支接近平衡,物价已经稳定,银行存欵大量增加,货币开始下乡,因而胜利的渡过了春荒,安定了人心,为今后经济建设奠定了有利基础。但是在过渡中所发生的新问题和新困难,必须有正确的认识,并应有步骤的加以解决。目前主要是货物滞销,资金周转不灵,工商业萧条倒闭,工人失业增多,资本家纷纷呼吁政府设法解决,这些问题如不能得到恰当的解决,
