为了避免广大网民尤其是青少年网民受互联网不良信息的影响和毒害,净化网络环境,保障北京奥运会顺利举行,2008年,社会各界开展了大量针对绿色上网的活动、工作。国家有关部门对这些活动、工作进行了指导,并新出台、实施了《互联网视听节目服务管理规定》、《关于网吧管理工作有关问题的通知》、《经营性互联网文化活动监管通知单制度》等政策规章,这些政策规章是今年国家推行的“阳光·绿色网络工程”的重要组成部分,对解决我国互联网上出现的种种不文明现象,促进我国相关产业的发展、创新有着十分重要的作用,也是国家有关部门落实中央“文明上网、文明办网”等要求的具体表现。
In order to prevent the majority of Internet users, especially young internet users, from being affected and poisoned by bad Internet information, to purify the network environment and ensure the smooth holding of the Beijing Olympic Games, in 2008, a large number of activities and work were conducted for green Internet access. Relevant departments of the state have guided and newly introduced these activities and work, and implemented the Regulations on the Administration of Internet Audio-visual Programs and Services, the Notice on Issues Concerning the Management of Internet Cafes, and the System of Notice on the Supervision of Commercial Internet Cultural Activities. These policies and regulations are an important part of the “Sunshine Green Network Project” promoted by the state this year and have a very important role in resolving various uncivilized phenomena appearing on the Internet in our country and promoting the development and innovation of related industries in China It is also a concrete manifestation of the requirements of the relevant state departments in implementing the “Civilized Internet, Civilized Network” and other requirements.
