城市特别是大城市,国有企业集中,城市综合能力强,结构调整余地大,最有条件进行配套改革试点。自1994年2月2日国家经贸委等9部门选定18城市进行“优化资本结构”试点至今已经两年有余。两年来,18城市紧紧围绕“增资、改造、分流、破产”等难点问题,摸索出各具特色、有利于搞活整个国有经济、提高国有经济整体素质的经验。95年初,国务院又决定:从1996年起,将18个城市“优化资本结构”试点扩大到500个大中城市。将各城市试点改革加以综述,对深化试点改革将大有禆益。
In cities, especially in big cities, state-owned enterprises are concentrated, cities have comprehensive capabilities, and ample structural adjustment is required. They are most likely to carry out pilot reforms in supporting reforms. Since February 2, 1994, the State Economic and Trade Commission and other 9 departments have selected 18 cities to carry out the pilot program of “optimizing the capital structure” and have more than two years. Over the past two years, 18 cities have closely followed the difficult issues of “capital increase, transformation, diversion and bankruptcy” and explored their own experiences that are characteristic and conducive to invigorating the entire state-owned economy and enhancing the overall quality of the state-owned economy. In early 1995, the State Council decided again: From 1996 onwards, 18 cities will be “optimized capital structure” pilot expanded to 500 large and medium-sized cities. A review of pilot reforms in various cities will greatly benefit the deepening pilot reform.
