9岁女童陆茶面临无钱进行后续治疗的窘境绝非个例。面对贫困患儿,在制度层面上加大救助力度,帮助患儿及家庭渡过难关,成为全社会亟待关注与解决的问题。2014年3月初,记者在医院进行实地采访中发现,在医院病房内被救治的患者中,有很多患儿家庭同陆茶一家的遭遇相似,面临因病致贫、看不起病的困境。贫困地区儿童缺乏医疗救助、家庭因病致贫等问题,牵动着一些全国政协委员的心。其中,十二届全国政协委员、中国红十字会副会长、中国红十字基金会(以下简称中国红基会)理事长郭长江和第十二届全国政协委员、四川省总工会副主席、党组书记罗茂乡,一直致力于为这类问题鼓与呼。
