2004年,上海外向型经济既有新的机遇,又有新的挑战,要变挑战为机遇,化压力为动力,继续保持上海外经贸持续、稳定、协调发展的良好势头。 2004年,全市外经贸发展的主要目标是:实到外资在2003年58.5亿美元基础上增长10％;上海口岸进出口贸易额在2003年2012亿美元的基础上增长10％;全市进出口贸易额在2003年1123.6亿美元基础上增长15％,确保2004年上海外经贸增速高于全国2-3个百分点。
