在严控机构编制的新形势下,如何更好地适应经济社会发展需求,理顺体制机制、管好机构编制,是摆在机构编制部门面前的重大课题。今年以来,日照市编办立足发展,勇于创新,围绕建设海洋特色新兴城市这一中心,放射改革、管理、监督、调研四条工作主线,实行分线作战,探索出了一条机构编制工作新模式。
