运转5年多的上海经济区规划办公室,始终没有正式挂牌。尽管其中可能有这样那样的原因,但有专家认为,这多少反映了“规划办”当时的微妙处境。上海经济区是成功还是不成功。上海经济区的结局是偶然还是必然?如今是否有必要继续当年的试验?这是现在需要思考的三个问题。
