加强党代表队伍的自身建设,切实提高其自身素质和履职能力,是党代表在任期内充分发挥作用的重要举措,也是党代表大会整体功能有效体现的基本途径。实行任期制后,党代表不仅在党代会会议期间,而且在党代会闭会期间要持续有效地发挥代表作用,所以党代表队伍自身建设的要求与非任期制条件下有了重大不同,他们不仅需要牢固树立和增强党代表的责任意识,而且必须具有积极参与、处理党务的能力。加强党代表自身建设必须按照任期制的新要求,有重点、分步骤地积极推进。
To strengthen the self-construction of the party’s contingent of deputies and effectively improve their own qualifications and ability to perform their duties is an important measure for the party’s deputies to give full play to their role during their tenure as well as the basic way for the overall function of the party’s congress to be effectively reflected. After the term system is adopted, the party representatives should play a continuous and effective role not only during the meeting of the party congress, but also during the meeting of the congress, so the requirements of the party’s contingent construction are different from those under the non-term system. It not only needs to firmly establish and enhance the party representatives’ sense of responsibility, but also must have the ability to actively participate in party affairs. In order to strengthen the party representatives’ self-construction, we must proceed actively and step by step in accordance with the new requirements of the tenure system.
