Through statistics and comparison of data, the article compares the difference between the Rotterdam Rules and the current three international conventions on the carriage of goods by the contracting parties such as the number of contracting parties, the reservation clauses and the withdrawal of other conventions, analyzes the Rotterdam Rules “And” Strict Quit "on the entry into force of the Convention, discussing the obstacles and problems facing the entry into force of the Rotterdam Rules, evaluating the future of the Rotterdam Rules and the future of the CMR Convention, and stating that the Hague - Visby system in the world shipping legal system will still play a longer time influence.
