根据国办发[2001]68号文件精神,11月26日,省政府办公厅发出《省人民政府办公厅关于进一步做好关闭整顿小煤矿和煤矿安全生产工作的通知》(黔府办发[2001]111号),要求各级人民政府(地区行署)要迅速采取措施,扎实有效地做好关闭整顿小煤矿和煤矿安全生产工作。通知要求,各地要加强领导,狠抓落实,加快小煤矿关闭工作进度,对国有煤矿矿办小井、国有煤矿矿区范围(即国有煤矿采矿登记确认的范围)内的小煤矿、不具备基本安全生产条件的各类小煤矿、“四证”(采矿许可证、煤炭生产许可证、营业执照、矿长资格证书)不全小煤矿、生产高硫高灰煤炭(灰分超过40%、含硫超过3%)以及年生产能力3万吨以下的小煤矿等“五个一律关闭”的煤矿全部予以关闭。小煤矿整顿的重点是:矿井通风以及防瓦斯、防尘、防火等安全设施建设必须符合贵州煤矿安全监察局、贵州省煤炭工业局
