在当前中国转轨经济中,政府扮演着三重角色:一是作为一般社会管理者;二是作为市场管制者;三是作为余业所有者。现实中,这三重角色之间很难协调,想不冲突也难近期,垄断再次成为中国广受关注的一个焦点话题。原因之一,是传闻《反垄断法》可能要出台;原因之二,是垄断部门(企业)收入与普通部门(企业)收入的差距在过去几年中急剧扩大。《第一财经日报》曾报道说,某市一位电厂抄表工年薪高达10万元,每月工资6500元,一年发16个月的工资,外加年终奖和两份商业保险。这一报道将垄断部门的高收入现象推至前台。
In the current transitional economy in China, the government plays a triple role: first, as a general social manager; second, as a market regulator; and third, as a surplus owner. In reality, it is difficult to reconcile these three roles, and it is not too recent or not to be clashed. Monopoly once again became a hot topic of much concern in China. One of the reasons is that it is rumored that the Anti-monopoly Law may be promulgated. The second reason is that the gap between the income of monopoly departments (enterprises) and that of ordinary departments (enterprises) has rapidly expanded in the past few years. “First Financial Daily” has reported that a city meter reading workers annual salary of up to 100,000 yuan, a monthly salary of 6500 yuan, 16 months a year wages, plus year-end awards and two commercial insurance. The report pushed the monopoly sector’s high-income phenomenon to the forefront.
