企业质量管理体系正常化应该是从ISO9000标准实施后才开始的,而从1987年开始贯彻执行ISO9000标准以来,其质量管理体系的更新换代就没有停滞不前过,先是94版再就是2000版,企业一直在新鲜感的追求之中。然而2000年以后,企业质量管理体系活跃的竟然是汽车行业因为它们在以TS16949标准为创新点,而其它的行业质量管理体系竟然出现整体地对“质量”的疲软;原先的质量管理体系在机械式的运行。这种情况下,企业的质量竞争力呈现大幅度下降;企业的质量问题也随之而来地增多,经济效益下滑。对于质量管理体系这种大的周期性疲劳效应目前研究的还不是很多,基本就是通过质量审核和管理评审解决一些比较突出的问题。本文是针对质量管理体系大的周期性原理,用相应的措施和办法消除疲软效应,达到保持质量管理体系活力的目的。
