1989年冬季带鱼汛期,东海渔场的江、浙、闽、沪2万多艘生产渔船,10万余渔民,在开捕1个月时间里就沉翻渔船11艘,死亡鱼民41人;1990年头9个半月,仅浙江省舟山市沉船29艘,死亡渔民33人,直接经济损失500多万元。这些带血的数字和教训,如果不以严肃的态度加以总结,不采取强有力的措施予以制止,那么,海损、海难事故仍将会不断发生,甚至造成更大的损失。最近,笔者与东海区沈家门渔政站、浙江省渔业指挥部及舟山市、区有关部门的专家进行交淡,对当前海洋渔业安全生产方面存在的问题及对策作了一些探讨,供各地借鉴。

Recently, I talked with experts from Fisheries Administration Station of Shenjiamen in the East China Sea Region, Fisheries Command of Zhejiang Province and Zhoushan City, relevant departments of the district to make some discussions on the problems and countermeasures in the current marine fishery safety production for reference .
