权力腐败已经成为当今影响社会和谐的一大社会问题。如何预防也是理论和实践中面临的重大课题。虽然,解决的途径无非是从加强学习教育、监督和健全制度方面着手。但是,从现实情况看效果并不理想。症结在哪里?笔者认为在具体操作的关键环节上有欠缺。体现在公务员产生机制的不完善和行政优益权设定、行使的不规范上。所以,要从严把握公务员的进出关、规范行政优益权的设定和行使才能有效防范腐败的产生和发展。
Corruption of power has become a major social issue affecting the social harmony today. How to prevent is also a major issue in theory and practice.
