授权体系是企业重大决策和经营管理中防范风险、提升管理的重要措施。而惩防体系建设是中央提出的建立健全与社会主义市场经济体制相适应的教育、制度、监督并重的惩治和预防腐败体系的简称。党中央从加强党的执政能力建设的战略高度,坚持标本兼治、综合治理、惩防并举、注重预防的方针,提出建立健全惩治和预防腐败体系。把授权体系与干部惩防体系有效对接,完美结合,能够确保干部的行为在体系、机制的管控之下健康成长,是从源头上防治领导干部腐败的根本举措。此文通过对有限授权和惩防体系结合的论述,为海外石油企业干部惩防体系建设提供借鉴。
The authorization system is an important measure for preventing risks and improving management in the major decisions and management of enterprises. The construction of a system of punishment and prevention is an abbreviation of the system of punishing and preventing corruption put forward by the Central Committee for establishing and perfecting the education, system and supervision that are compatible with the socialist market economic system. The CPC Central Committee, from the strategic perspective of strengthening the building of the party’s ability to govern, adheres to the principle of tackling both the root causes and the symptoms, comprehensively treating each other, punishing and guarding both simultaneously and focusing on prevention, and proposes to establish and improve a system of punishing and preventing corruption. To effectively connect and authorize the system of punishment and prevention of cadres with the system of cadres can perfectly ensure the healthy growth of cadres under the control of systems and mechanisms. This is the fundamental measure to prevent and cure the corruption of leading cadres from the source. Through the discussion of the combination of limited authority and punishment and prevention system, this article provides reference for the construction of punishment and prevention system for overseas oil enterprises.
