指示:各市、专、县,各中等学校、工农中学、荣军学校、各工农速成初等学校、九一小学为继续深入国家过渡时期总路线的学习,进一步领会总路线的精神实质,提高全省中、小学教职员的社会主义思想觉悟,并在此基础上,联系思想,检查与总结一九五三年的工作,提出一九五四年的工作改进意见,以迎接即将召开的全省第四次中等学校校长会议,与作好全省小学的整顿工作,特决定利用一九五三年的寒假期间,所有我省各级各类学校教职员,都应毫无例外地继续深入地进行一次总路线的学习。兹将学习的具体要求、方法、步骤及应注意事项指示如下:一、经过学习讨论,要求着重明确以下几个问题:1.首先要弄清总路线的实质,就是逐步解决所有制的问题,就是解决生产关系的问题,就是把个人所有制变为集体所有制或国有制,就是扩大社会主义成分,并把各种非社会主义成分逐步改变为社会主义成分。并在此基础上,正确认识社会主义与空想的农业社会主义的区别。2.弄清社会主义工业化与资本主义工业化的区别,及在资本主义包围形势仍然存在的情况下,如何才能保证祖国安全?如何才能使祖国由落后的农业国变为先进的工业国?并在这一基础上,肯定和明确「重点发展,稳步前进」的建设方针,批判那些要求国家平均使用力量,百废
