为了进一步贯彻实施《中华人民共和国船舶签证管理规则》,加强对“四客一危”船舶的现场监督管理,现通知如下: 一、各地海事机构应严格按照《中华人民共和国船舶签证管理规则》的规定,办理船舶签证,并通过现场监督,进一步深化、加强船舶签证工作。 二、各地海事机构应加强对船舶经营人、船员的宣传、教育,强调其第一安全责任人的责任;并通过加强对船舶、船员的现场监督管理,处理违章行为,督促船舶经营人、船员认真履行第一安全责任人的义务,提高遵章守法的自觉性。
