本文围绕“谁之发展”和“政府怎样保障发展”两个问题追问如何发挥地方自主性以及政府的社会责任。在当前阶段,自主性应成为地方发展的重要支撑,而且在全国水平上成为公共政策公正性的基本要求。论文分别从中国城市化政策与公正的关系的历史发展和地方性成功经验的启示对问题进行了论证。最后,通过“新农村”建设中的地方案例,阐明了地方自主性和政府社会责任这两个中轴在当代公共政策演进的作用。
This essay focuses on how to exert local autonomy and social responsibility of the government around the issues of “Who’s Development” and “How can the Government Guarantee Development?” In the current stage, autonomy should become an important support for local development and become a basic requirement for the fairness of public policies at the national level. The dissertation argues from the historical development of urbanization policy and fairness in China and the enlightenment of local successful experience. Finally, through the local cases in the construction of “new countryside”, this chapter elucidates the role of local autonomy and government social responsibility in the evolution of contemporary public policy.
