本文译者1990年至1992年在莫斯科进修,原文由莫斯科大学图书馆中心方法办公室提供。译者认为:1991年“8·19”苏联解体后,新成立的俄罗斯国家教委在同年11月及时组建高校图书馆学会,拟定章程,下发文件,“该章程法制健全,在业务活动和学术活动中重视国际交流与合作,注意采用经济手段搞好开发创收,提高经济效益,这三方面构成学会三个极为突出的特点。”本刊现予发表,供图书馆界参考。
The translator studied in Moscow from 1990 to 1992. The original text was provided by the Methodology Office of the University of Moscow Library Center. According to the translator, after the breakup of the Soviet Union in August 1991, the newly established State Education Commission of Russia established the college library association in time in November of the same year, drafted the articles of association and issued the documents “ Activities and academic activities attach great importance to international exchanges and cooperation, pay attention to the use of economic means to do a good job of developing income and improve economic efficiency. These three aspects constitute the three outstanding features of the Institute. ”" This publication is published for reference by the library community.
