早在十六世纪中叶,随着世界资本主义经济贸易的发展,为适应转口贸易的需要,在意大利的里窝那即出现了世界第一个自由港。随后,十七——十九世纪期间,在的里雅斯特(意大利)、飞伊梅(南斯拉夫)、直布罗陀(西班牙)以及哥本哈根(丹麦)等地,也先后建立了自由港或自由贸易区。十九世纪中叶开始,随着帝国主义的殖民扩张。亚非拉广大地区也相继出现了自由港与自由贸易区,到二次大战前夕,全世界已经在二十六个国家和地区设置了七十五个自由贸易区。
As early as the mid-sixteenth century, with the development of world capitalist economy and trade and the need of re-export trade, the world’s first free port appeared in Livorno, Italy. Subsequently, during the 17th and 19th centuries, free ports or free trade zones were successively set up in Trieste (Italy), Feyme (Yugoslavia), Gibraltar (Spain) and Copenhagen (Denmark). Beginning in the mid-nineteenth century, with the colonial expansion of imperialism. There have also been free ports and free trade areas in the vast regions of Asia, Africa and Latin America. By the eve of World War II, the world has set up 75 free trade areas in 26 countries and regions.
