河北是个较大的省,人口6275万,国有企业10954个,根据企业众多,分布面广这一实际情况,我们采取了大范围组织清产核资试点的方法,经国清办批准,确定了在邯郸、秦皇岛、沧州三个市进行先期试点,试点企业为市直属的全部预算内工商企业,共196户。在1993年近一年的试点工作中,我们及时认真地贯彻国清办的具体部署,紧紧依靠省市两级政府领导,以充分暴露问题、分析问题和解决问题为试点工作
