市场准入条件下的电信管制问题伴随全球经济一体化以及全球基础电信协议的实施而越来越具有现实意义 ,破除垄断、放松管制已经成为电信产业发展的潮流。本文采用对比的方法对亚洲代表性国家电信管制及其改革的发展状况进行分析研究 ,探讨亚洲国家减少政府管制 ,强化竞争 ,加快发展电信产业的途径与策略 ,并侧重于对亚洲国家中电信产业发展最迅猛的中国电信产业的管理体制、产业组织和电信产业市场准入相关电信管理政策以及应当遵循的基本原则等提出了建设性建议
With the advent of market access, the issue of telecommunications regulation has become more and more significant with the global economic integration and the implementation of the global basic telecommunications agreement. To break the monopoly and deregulation has become the trend of the telecommunications industry. This article uses comparative method to analyze and study the development of telecom regulation and its reform in Asian countries. It also discusses ways and strategies for Asian countries to reduce government regulation, strengthen competition and speed up the development of telecom industry.
