我们省人民银行机关是1957年开始实行文书处理部门立卷制度的,到现在连续执行了25年,大体上经历了三个阶段: 第一个阶段,是建立制度,打好基础,逐步健全完善的阶段。建行初期,我行是由档案室承担立卷工作的。各个处、室办完一件向档案室交一件,日常工作需要查阅,都要到档案室来,工作很不方便。档案室整天忙于应付文件的签收、归卷、调阅,加之档案人员又不熟悉各处、室的业务,造成交到档案室的文件
