海峡西岸经济区的发展定位应呼应十六届五中全会“十一五”规划建议中提出的“东中西互动”战略特别是“中部崛起”的战略,从更广阔的空间和更长远的发展进程来重新审视海峡西岸经济区的定位。确立海峡经济区在全国区域发展格局的地位,提升海峡西岸经济区的地位,使海峡西岸经济区成为我国区域经济发展的新增长极。为此,确立福建在海峡西岸经济区的中心地位,推进边界崛起,使福建的周边临界地区真正融入到海峡西岸经济区中。福建要确立以“跨越海峡、国际中转,打通中部、边界崛起”为核心的“东出西进”战略:跨越海峡,打好海峡牌;发挥海的优势,建设国际中转港,推进国际化。打通中部,突破山的阻隔,向江西、湖南、湖北等纵深腹地延伸;促进海外、台湾和福建沿海经济向内地的拓展和互动,带动福建边界地区崛起。通过“东出西进”战略的实施,形成以福建为主体的东西向“虹吸流”,扭转在南北互动合作中的被动局面,争取战略全局的主动权。
The development orientation of the economic zone on the west side of the Straits should echo the strategy of “East-West interaction” proposed in the 11th Five-year Plan Proposal of the Fifth Plenary Session of the 16th CPC Central Committee, especially the strategy of “Rising in Central China”, from a broader space and more long-term development Process to re-examine the positioning of the economic zone on the west side of the Straits. Establish the status of the Strait Economic Zone in the pattern of regional development in the entire country and upgrade the status of the economic zone on the west side of the Straits so that the economic zone on the western coast of the Taiwan Straits has become the new growth pole for the development of regional economy in our country. To this end, Fujian has been established as the center of the economic zone on the west bank of the Taiwan Straits, pushing forward the rise of the border so that the immediate border area of Fujian will truly be integrated into the economic zone on the western coast of the Straits. Fujian should establish a strategy of “going eastward and westward” with the core of “crossing the strait, international transit, opening up to the central region and rising of the border”: straddling the Straits and laying the Straits card; exerting the advantages of the sea, building an international transit port and promoting internationalization. Open up the central region, break through the barrier of the mountains and extend in depth to Jiangxi, Hunan and Hubei provinces; promote the expansion and interaction of the coasts of overseas, Taiwan and Fujian coastal areas in the hinterland and promote the rise of the border areas in Fujian. Through the implementation of the strategy of “going eastward and westward,” the formation of a “siphon stream” with Fujian as the main body will reverse the passive situation in the interactive cooperation between North and South and strive for the initiative in the strategic context.
