国有经济布局调整的“进与退”是一对辩证矛盾。国有经济战略性调整中的有进有退的矛盾运动推动国有经济的发展壮大。国有经济按市场规则进入与退出。国有经济进退的矛盾体中退出是主要矛盾 ,关键在于能否退出及怎样退出。
