本省耕地缺少,号召垦荒,实有必要,惟应注意荒地情况,分别利用,宜林宜牧之地,不应垦辟为田为园。原有山林,更不许滥伐破坏,要知森林可以调节气候,含蓄水源,保护土壤,如果任意破坏,暴雨一来,表土即被冲刷,最易酿成洪水灾患。海塘江堤,亦须加强保护,禁止随便垦植,否则影响堤身巩固,潮汐冲击,氾滥堪虞。因此,华东区指示开荒应以熟荒为限,其他则鼓励精耕细作,以资补救,此为水土保持护林护岸防潦防旱之重要措施。兹将开荒应行注意事项指示如下:1、(?)山倾斜度在二十度以上的,禁止开荒,提倡封山造林;在十度以上的,应修理梯田,防止冲刷,保持水土。二、严禁烧山与乱砍树木,进行有计划的采伐山林,俾免破坏林地。三、已开垦与培植茶树、油桐、油茶之山地,须提倡沿等高线修筑石堘,作成梯田形式,以聚泥水。四、对依靠开荒,种植杂粮,以维生活之山居贫民,应有计划地帮
