鼓励民间投资,发展民营经济,使其成为经济发展的增长点、活力源,是当前我省经济工作的一个重点。在这方面,侨乡文昌走在了全省的前列,非国有经济对全市经济总量的增加、地方税收的贡献率已达80%以上;他们的经验对我省其他地方具有很好的借鉴意义。5月30日—31日,文昌市委、市政府举行全市非国有经济表彰大会,总结了文昌两年来的非国有经济工作,对当地在发展非国有经济中成绩突出的单位和企业给予表彰,并部署了今年的非国有经济工作,确定了要解放思想,转变观念,以开放为主要手段来带动文昌非国有经济的全面发展。这里,本刊特将中共文昌市委书记、市长林诗銮在大会上所作的主题讲话摘要发表,以供全省从事经济工作的同志借鉴。
