2015年3月,李克强总理在政府工作报告中提出制订“互联网+”行动计划。当前,互联网与各领域的融合发展体现出无限潜力,“互联网+统计”也将成为统计现代化发展的新常态。伴随云计算技术的逐步成熟和推广应用,统计数据将更加集中、海量的被收集、存储和处理。集中的、海量的统计数据中包含了大量的国家经济基础数据,势必被“别有用心”的国家和组织所觊觎,统计数据面临更加严峻的安全风险。对于各级统计部门中信息化和信息安全管理机构,保护统计数据安全是信息安全管理工作的重点任务,“防泄漏、防篡改”是统计数据安全防护的必备能力。

With the gradual maturity and popularization and application of cloud computing technology, the statistics will be more concentrated, massively collected, stored and processed. Concentrated, massive statistics contain a large number of national economic base data, will inevitably be “ulterior motives ” countries and organizations, the statistical data are facing more serious security risks. For informationization and information security management agencies in statistical departments at all levels, the protection of statistical data security is the key task of information security management. “Anti-leakage and anti-tampering” are the necessary capabilities for statistical data protection.
