水泥是支撑我国国民经济建设最大宗的基础性原材料,但目前面临严重的产能过剩,且低等级产品占绝大多数。水泥工业是我国废弃物资源化利用成绩最显著的实施者,但其自身环境问题仍然十分突出(其CO2排放约占全国工业排放总量的15%-20%),且这种主要体现于大量利用各种废渣作为水泥混合材的利废技术是以降低水泥强度等级为代价的。因此,构建高强度等级产品占主导地位的格局与大量利用废渣以进一步降低CO2排放已经成为当前我国水泥工业的主要矛盾。
