随着京津冀协同发展战略的逐渐深入,曹妃甸区对专业技术人才队伍的建设变得更加迫切。依托京津冀的人才优势,从结构和数量两个层面对专业技术人才进行引进和培养具有至关重要的作用。本文通过比较优势分析以及人才流动规律作为依据,分析曹妃甸区专业技术人员培养的重要性和必要性,利用曹妃甸所拥有的区位、产业、资源和机遇优势,提高专业技术人才的培养和引进力度,着力在人才发展环境、引进机制、培养政策等方面施力,并提出服务京津冀协同发展的曹妃甸区专业技术人才队伍建设的主要措施。
With the gradual deepening of the coordinated development strategy of Beijing-Tianjin-Hebei Province, the construction of professional and technical personnel in Caofeidian District has become even more urgent. Relying on the talent advantages of Beijing-Tianjin-Hebei region, it is of crucial importance to introduce and train professional and technical personnel in terms of structure and quantity. This paper analyzes the importance and necessity of professional and technical personnel training in Caofeidian District by taking advantage of the comparative advantage analysis and the law of talent flow, and uses the location, industry, resources and opportunities advantages owned by Caofeidian to improve the training and introduction of professional and technical personnel, Efforts should be made to exert force on the environment for personnel development, the introduction mechanism and the training policies, and put forward the major measures for building the contingent of professional and technical personnel in Caofeidian District for the coordinated development of Beijing, Tianjin and Hebei.
