本文针对广州市大中型企业技术进步存在的问题及外部障碍，提出了相应的对策。（1）建立以企业为核心、以科研机构为依托、以产品开发为目标的技术进步政策体系；（2）按社会主义市场经济规律，建立完善以推动科技与经济结合为目标的市场竞争机制，形成优胜劣汰的公平竞争的大市场；（3）转变政府职能，加强宏观调控，减少干预，实现由直接管理向间接管理的转变。
This paper proposes corresponding countermeasures for the problems and external obstacles in the technological progress of large and medium-sized enterprises in Guangzhou. (1) Establish a technological progress policy system that takes enterprises as the core, relying on scientific research institutions, and aiming at product development; (2) Establishing and perfecting a market competition mechanism based on the laws of socialist market economy to promote the integration of science and technology with economy , Forming a fair and competitive market with survival of the fittest; (3) Transforming government functions, strengthening macro-control, reducing intervention, and realizing the transition from direct management to indirect management.
