The 16th CPC National Congress put forward the call for building an overall well-to-do society 202 years ago. In order to thoroughly implement the important thinking of the ’Three Represents,’ the Third Plenary Session of the Third Baicheng Municipal Party Committee proposed the strategic planning goal of “implementing three steps and achieving the three basic principles.”
