工程造价管理是一项技术性、专业性、政策性等很强的工作,它贯穿于投资决策、项目设计、招标投标和建设施工的各阶段。工程造价的控制与管理是一个动态的过程,在工程建设的各个阶段,建设单位对工程造价的管理应始终贯穿于项目的全过程,时时要有控制投资的经济头脑,充分利用和认真分析建设周期中的重要信息,把握住市场经济的脉搏,减少或避免建设资金的流失,最大限度地提高建设资金的投资效益,使工程造价的管理起到更好的作用,并提高我国工程造价管理的总体水平。
