值此世纪之交的关键时刻和民政部门诞生百年之际,对民政工作的一系列基本问题作出说明,不仅是民政理论研究现状的内在需求,更关系到21世纪民政工作的发展方向。本文在借鉴已有成果的基础上,特别强调民政工作的目标应涵盖满足人民群众基本的社会需求,民政工作的任务应包括由家庭、群众性自治组织、社区和社会中介组织构成的社会自组织体系的建设。本文对民政工作的特点作了不同以往的概括,并突出强调了保障基本人权在民政工作诸多社会功能中的优先地位。
At the critical juncture of the turn of the century and the centenary of the birth of the civil affairs department, a series of basic problems in civil affairs work are described. It is not only the inherent demand of the study of civil affairs theory, but also the development direction of civil affairs work in the 21st century. Based on the existing achievements, this article emphasizes that the goal of civil affairs should cover the basic social needs of the masses of people. The tasks of civil affairs should include the social self-organization consisting of families, mass self-governing organizations, community and social intermediary organizations System construction. This article makes a different generalization of the features of the civil affairs work and highlights the priority of safeguarding basic human rights in many social functions of the civil affairs work.
