出租车行业作为城市公交的一支生力军,以其方便、舒适、安全、快捷的特点,成为市民和外地来客及需要特殊服务的群众出行的重要交通方式。在出租车经营管理模式上各地普遍采取的是政府收取一定的经营权有偿使用费,实行出租车数量管控管理模式。但近年来,随着经济的快速发展,城区面积的不断扩大,人口的不断增加,这种传统的经营管理模式已难以适应经济社会发展的需要。为此,各地相继实施了取消经营权收费,全面有序放开数量管控的出租车行业改革举措。贵州省都匀市亦于2016年实施了这一改革措施。
As a new force of urban public transportation, taxi industry has become an important means of transport for the public and overseas tourists as well as people who need special services because of its convenience, comfort, safety and speediness. In the taxi management mode commonly adopted around the government charge a certain amount of royalties paid, the implementation of the number of taxi management and control mode. However, in recent years, with the rapid economic development, the continuous expansion of urban area and the continuous increase of population, this traditional mode of operation and management has hardly met the needs of economic and social development. To this end, all over the country have implemented the cancellation of management fees, a comprehensive and orderly liberalization of the number of taxi industry reform initiatives. Duyun City, Guizhou Province, also implemented this reform measure in 2016.
