中国共产党作为领导中国人民进行社会主义现代化建设的坚强领导核心，其长期的执政实践经验表明，坚持党的先进性，提高党的执政能力，关乎党的生死存亡，关乎社会主义事业的兴衰成败。因此，必须采取有效措施来保持党的先进性，提高党的执政能力和执政水平，巩固党的执政地位。
